US PayPal Business Requirements for Non-US Founders

The company, owner, tax and address checks PayPal describes for a US business account, taken from its user agreement and help center. Where PayPal's pages are silent, we say so rather than guess. PayPal makes the decision.

This is our summary, not PayPal's. Its terms can change, so its own pages are the final word.

What PayPal checks on a US business account

Four checks from PayPal's user agreement and help center, in PayPal's own terms. PayPal can ask for more at any time.

A business tied to the US

A U.S. PayPal account is for businesses organized in, operating in or resident in the US. If the account is mainly for business or commercial activity, PayPal says you must open a business account, even if you aren't incorporated. User agreement

Identity and business checks

If PayPal can't confirm you from a national database, it asks for documents. It may also check credit reports, and can limit or close an account it can't verify. Accepted documents

  • Non-U.S. tax residentForm W-8 or CFS

Missing TIN: possible tax holds and 24% backup withholding.

Your tax status

As you approach IRS reporting thresholds, PayPal asks you to confirm your taxpayer status. It checks a TIN against IRS records, so the business name must match the legal name the IRS has. TIN and SSN

What PayPal says, and what it doesn't

Addresses and the SSN question are where non-US founders get stuck. Here is what PayPal's pages state, what they leave open and where two of them read differently.

PayPal says

Addresses: stated rules

  • Proof of address and proof of business address: “We can only confirm physical addresses, not PO Box addresses.”Documents
  • Proof of address “confirms where you live” and must show your full name and residential address.Documents
  • Proof of business address confirms the business's “correspondence address”; documents dated within the last 12 months.Documents
  • “A PO Box should not be used as a primary address”, and PO boxes can't be the billing address.Addresses
PayPal doesn't say

Not on the pages we checked

  • Whether a virtual mailbox, mail-forwarding or PMB address is accepted as the business address.
  • Whether a registered agent's address can be the business address.
  • Where a US business's owners must live. The US-residency rule in the agreement is written for individual accounts.
  • How an owner with no SSN or ITIN completes the tax step for a single-member LLC (see “Worth flagging”).
Worth flagging

Where the wording pulls apart

  • Beneficial-owner details accept a passport number for foreign persons, yet PayPal says a disregarded single-member LLC must give its owner's TIN, and names the SSN as the example.TIN and SSN
  • The same help page says non-U.S. tax residents complete a Form W-8 or Certificate of Foreign Status instead of giving a TIN. Which applies to you is a tax question.TIN and SSN
  • PayPal's “Proof of Social Security Number” heading says it confirms the business's EIN or TIN, but the list below it is personal documents: SSN card, IRS SSN or ITIN letter, 1099, W-2.Documents

If your situation sits in the amber column, ask PayPal before you apply, and ask a tax adviser about the taxpayer-status step. We don't guess at rules PayPal hasn't published.

Where Registate helps, and where it doesn't

We can prepare the company-side documents. We can't apply for you or influence PayPal's decision, and no address product can promise approval.

Business existence

Company formation

We form LLCs and C-Corps for non-US founders, online and without an SSN. PayPal lists documents filed with the Secretary of State among its proofs of business existence. Forming from abroad

Business identity

EIN support

The IRS issues the EIN for free. Our paid help prepares the SS-4, and the IRS letter assigning the EIN is on PayPal's list of business identity proofs. EIN service

Before you open the account

A short order of work, built from PayPal's own pages. It doesn't replace them.

  1. 1

Make the business name identical everywhere: formation document, IRS EIN letter, bank statement and the PayPal account. PayPal says a name that differs from the IRS record is a common reason a TIN fails. Why a TIN fails

  2. 2

List every beneficial owner: 25% or more directly or indirectly, plus one manager. Have each person's passport and home address ready.

  3. 3

Collect current papers dated within the last 12 months: a Certificate of Good Standing or other state filing, and a utility bill or bank statement showing the full business name at a physical address.

  4. 4

If no owner has an SSN or ITIN, ask PayPal how the tax step works for you before you apply, and talk to a tax adviser. EIN without an SSN

  5. 5

Expect PayPal to ask for more after sign-up. It may hold payments for new sellers; review times and outcomes vary, and PayPal sets them. Why applications get declined

After you open

Holds on new accounts

PayPal's user agreement says it reviews account tenure, transaction activity, business type, past disputes and customer satisfaction before placing a hold. Situations it names include:

  • New sellers, or sellers with limited selling activity
  • Payments in higher-risk categories like electronics or tickets
  • Sellers with performance issues or a high rate of disputes

PayPal can also limit an account if it can't obtain the information it needs to verify you. Holds, limitations and reserves

PayPal FAQs

Eligibility, the SSN question, addresses and what Registate can and can't do for your application.

PayPal's user agreement says the business must be organized in, operating in, or a resident of the United States or one of its territories. Its beneficial-owner page accepts a passport number for foreign persons. PayPal doesn't say on those pages where a business's owners must live, and it decides each account itself.

Not in every case, going by PayPal's pages, but they leave a gap. Beneficial owners give an SSN or, for foreign persons, a passport number. For tax status, U.S. tax residents give a TIN (SSN, EIN or ITIN) and non-U.S. tax residents complete a Form W-8 or Certificate of Foreign Status. PayPal also says a disregarded single-member LLC must give its owner's TIN. If no owner has an SSN or ITIN, ask PayPal and a tax adviser before you apply.

Not for address verification. PayPal says it can only confirm physical addresses, not PO Box addresses, for both proof of address and proof of business address. It also says a PO Box shouldn't be the primary address and can't be the billing address.

PayPal's pages we checked in September 2026 don't say either way. They require a physical address and describe the business address as the business's correspondence address. Ask PayPal before relying on either type of address.

PayPal lists a copy of the IRS letter assigning the EIN for business identity; a Certificate of Good Standing or other Secretary of State filing for business existence; and a current utility bill, bank statement showing the full business name or a state filing for the business address. Documents should be dated within the last 12 months and show the same business name as the PayPal account.

No. Our lease-backed address comes with a lease and utility bill in the company's name, and PayPal lists a current utility bill as a proof of business address. But PayPal decides what it accepts, and no address product can promise approval.
